Researcher: ‘Brown Ocean’ Effect Can Strengthen Storms Over Land

The historic rainfall that inundated Texas in May has left the soil saturated and rivers engorged, and a scientist involved in a NASA-funded research project says it also could strengthen a tropical storm moving inland from the Gulf of Mexico.
