Houston Police Charge Fake Officer With Rape

HOUSTON (AP) — Houston police say a man charged with rape allegedly posed as an officer and flashed a badge to the victim whose vehicle had a flat tire.

Police on Wednesday announced the arrest of 47-year-old Francisco Jose Ugarte and urged other potential victims to contact investigators. Ugarte drives a 2008 maroon BMW.

Ugarte was arrested Saturday on two counts of sexual assault. Online jail records Wednesday didn’t list details on his custody status.

Investigators say a 31-year-old woman around 1:30 a.m. last Thursday had a flat tire and pulled into a gasoline station. She says a man showed a badge, asked for her identification and took her cellphone. She accepted his offer to drive her home.

The man instead drove to a parking garage and raped her before fleeing.
