HOUSTON (CBS Houston) A Harris County Precinct 5 deputy constable, has been charged with official oppression. Reports indicate that Tommy Forgue has been accused of inappropriately touching a woman he offered to help at the Houston Livestock Show and Rodeo.
According to Houston police, Forgue was on duty at this year’s Houston Livestock Show and Rodeo World Championship Bar-B-Que cookoff on February 22 when he offered help to a 23-year-old woman who got separated from her family.
A uniformed Forgue allowed the woman to use his cellphone to contact her family, but the woman could not reach her relatives. Then Forgue offered to drive her to her family’s car to see if she could meet them there.
Driving an unmarked car, Forgue then allegedly asked the woman to reveal her breasts, officials said. After the woman refused, he then pulled up her shirt and touched her.
The woman then used Forgue’s cellphone to contact a friend and tell that friend that she was in trouble. As the woman attempted to exit Forgue’s car, Forgue threatened to arrest her if she did not get back in the unmarked vehicle.
According to Forgue, he did offer the woman a ride to help find her family and the treat of arrest stemmed from a public intoxication charge. He denies making any sexual comments or threats to the woman.
An investigation is ongoing.
