HOUSTON (CBS Houston) On Tuesday,  officials with the Harris County Sheriffs’ Office arrested a teen in connection with the murder of an elderly man who resided in the Highlands.

According to the HCSO, Randy Allen Segura was arrested and charged with capital murder Tuesday evening. He is accused of fatally shooting Otis James.

Segura was named as a person of interest by authorities after a thorough investigation. Eighty-three-year-old James was found dead in his Highlands home late Monday.

A neighbor who had not heard from James went to the victim’s home located in the 100 block of South 4th Street around 8:30 p.m. and made the gruesome discovery. James was found shot in his living room, sitting unresponsive in a chair. He was pronounced dead at the scene.

James’ pickup truck, described as a white 2012 Ford F-150 crew cab, was also missing. The truck was later recovered and it did not have its license plate on it.
