HISD  saved 1.6 million by shutting down several elementary schools. The result is classroom overcrowding. Some children report as many as 36 children to one teacher.

When schools close, it is attributed to low enrollment. The state pays the district an amount per attending child.  If there are not enough children present, the district begins procedures to close the school, relocate staff  and place children in nearby schools.
